In some states they grandfathered in legal drinkers. So if drinking age of 21 became effective on July 1, 1982, everyone born on June 30, 1964 or earlier could still drink. So no new drinkers aging in for three years.

Too young to have a beer but fine to join the military.
I lived in NC – turned 18, it went to 19, turned 19 and it went to 21. I was grandfathered in in both cases.
